Why it is hard
Idle looks identical on an invoice
An hour of a GPU generating tokens and an hour of it waiting are the same line at the same rate. Nothing on a bill separates them.
Nobody watches a dashboard for this
Finding waste means somebody deciding to go looking, which happens after a surprising invoice rather than before one.
The fix is usually small and unfound
A step on a card twice the size it needs, or held thirty seconds longer than it runs. Individually trivial, and nobody is counting.
What answers it
It reads the metering you already have
The input is the usage and ledger data that produces your invoice, not a separate agent guessing. That data is real today.
A recommendation carries its confidence
Impact and confidence shown, so a weak suggestion can be ignored on sight rather than reasoned about.
You see the change before it happens
What the last period would have cost under the new arrangement, against what it did. This needs a history of real runs to read, which is why it is not on yet.
